摘要： 实行校院两级管理是深化高校管理体制改革的一项重要内容，在此改革下推动学生工作的发展又是其中的重点。当 前，高校校院两级管理体制下的学生工作出现了许多新情况和新问题。要解决这些问题我们必须从实际出发，研究校院两级 管理体制下学生工作的规律与原则，巩固学校和学院两级管理层次，明确各自的职责和权限，并转变学生工作的方式，实现管 理重心的下移，从而形成科学完备的学生工作长效机制。

Abstract: The implementation of two-level management by university and department is an important part of deepening the reform of university management system, and the reform of student work is one of the key points. At present, there are many new situations and problems in the student work under the two- level management system. To solve these problems, we should proceed from actual conditions, study the rules and principles of student work under the two- level management system, consolidate the management hierarchies of the university and departments, clarify their respective responsibilities and authorities, change the means of carrying out student work, lower management focus to departments, and thus form a scientific and complete long-term mechanism of student work.
